abstract This essay considers the moral status of certain practices that aim to enhance offspring traits. I develop an objection to offspring enhancement that draws on an account of the role morality of parents. I work out an account of parental ethics by reference to premises about child development and to observations about parenting culture in the United States. I argue that excellence in parenthood consists in a dual responsibility both to guide children toward the good life and to accept (...) them as they are. I conclude that prenatal manipulation of healthy and normal characteristics in human offspring fails to balance the dispositional extremes of control and restraint to which many parents today are susceptible. I apply this account of good parenting to the challenging case of height enhancement for short but otherwise healthy children. Finally, I reply to objections, first, about the phenomenology of bearing normative obligations to people who do not yet exist and, second, about the moral logic of criticizing embryo selection in the context of assisted reproduction when we accept child selection in the context of adoption. Liberal theory seeks to achieve toleration, civil peace, and mutual respect in pluralistic societies by making public policy without reference to arguments arising from within formative ideals about what gives value to human life. Does it make sense to set aside such conceptions of the good when it comes to controversies about stem cell research and the genetic engineering of people or animals? Whether it is reasonable to bracket our worldviews in such cases depends on how we answer the moral (...) questions that the use of these biotechnologies presuppose. I argue that the moral language of liberal justice – of rights and duties, interests and opportunities, freedom and consent, equality and fairness – cannot speak to these underlying concerns about what the human embryo is, why the natural lottery matters to us, and whether 'animal nature' is worth preserving. I conclude that liberal theory is incapable of furnishing a coherent or desirable account to govern the way we use our emerging powers of biotechnology. (shrink)

In spite of vast global improvements in living standards, health, and well-being, the persistence of absolute poverty and its attendant maladies remains an unsettling fact of life for billions around the world and constitutes the primary cause for the failure of developing states to improve the health of their peoples. While economic development in developing countries is necessary to provide for underlying determinants of health – most prominently, poverty reduction and the building of comprehensive primary health systems – inequalities in (...) power within the international economic order and the spread of neoliberal development policy limit the ability of developing states to develop economically and realize public goods for health. With neoliberal development policies impacting entire societies, the collective right to development, as compared with an individual rights-based approach to development, offers a framework by which to restructure this system to realize social determinants of health. The right to development, working through a vector of rights, can address social determinants of health, obligating states and the international community to support public health systems while reducing inequities in health through poverty-reducing economic growth. At an international level, where the ability of states to develop economically and to realize public goods through public health systems is constrained by international financial institutions, the implementation of the right to development enables a restructuring of international institutions and foreign-aid programs, allowing states to enter development debates with a right to cooperation from other states, not simply a cry for charity. It is argued that (1) Leavis's procedure of working with the concrete and particular and (2) the context within which he worked, dominated by the exponents of modernism, are glossed over by Harris so that Leavis's insights are not given due weight. Furthermore, Harris overlooks the significance of an Aristotelian perspective to Leavis's concern for value and thus underestimates literature's role (...) in furthering our understanding of what it is to flourish. A total of 1918 loci, detected by the hybridization of 938 expressed sequence tag unigenes from 26 Triticeae cDNA libraries, were mapped to wheat homoeologous group 4 chromosomes using a set of deletion, ditelosomic, and nulli-tetrasomic lines. The 1918 EST loci were not distributed uniformly among the three group 4 chromosomes; 41, 28, and 31% mapped to chromosomes 4A, 4B, and 4D, respectively. This pattern is in contrast to the cumulative results of EST mapping in all homoeologous groups, as reported (...) elsewhere, that found the highest proportion of loci mapped to the B genome. Sixty-five percent of these 1918 loci mapped to the long arms of homoeologous group 4 chromosomes, while 35% mapped to the short arms. The distal regions of chromosome arms showed higher numbers of loci than the proximal regions, with the exception of 4DL. This study confirmed the complex structure of chromosome 4A that contains two reciprocal translocations and two inversions, previously identified. An additional inversion in the centromeric region of 4A was revealed. A consensus map for homoeologous group 4 was developed from 119 ESTs unique to group 4. Forty-nine percent of these ESTs were found to be homoologous to sequences on rice chromosome 3, 12% had matches with sequences on other rice chromosomes, and 39% had no matches with rice sequences at all. Limited homology was found between wheat ESTs on homoeologous group 4 and the Arabidopsis genome. Forty-two percent of the homoeologous group 4 ESTs could be classified into functional categories on the basis of blastX searches against all protein databases. (shrink)

One of the most serious of these deficiencies in my opinion is the role that is accorded to the judiciary. Weinrih's theory, as Raz shows, requires that when positive law is in conflict with the " form of law," positive law should he disregarded by the courts, and the courts in these cases (...) not only have the legal right to disregard the statutes of law hut even the moral duty to do so. To give such total discretionary power to the courts is certainly to offer an invitation impossible to re· sist, as the recent judicial history of the United States Supreme Court clearly shows, to autocratic and politically motivated judicial activism. The above remarks, inadequate as they are because of the constraints of space, may offer some indication of the rich diversity of natural law theories currently offering themselves for our consideration. Those interested in natural law theory either within the framework of moral theory, or legal theory, or both, will surely find that a careful reading of this volume will amply reward their efforts. Pp. 539. $69.95 (cloth). This volume is the second in Lang's Catholic Thought from Lublin series edited by Andrew Woznicki. Krapiec's work is a tour de force of Gilsonian Thomism as it founds metaphyscis upon a judgmental grasp of the act of existence in sensible things. The hook is unrelentingly Krapiec. Though there are abundant historical descriptions, there is a minimum of textual citation. Also, the reader can plainly see that Krapiec is intent upon presenting his understanding of metaphysics ad mentem Thomae. Three main parts comprise the hook. Part One is on the object of metaphysics-being as being (as existing). Part One contains the most crucial pages of the hook, viz., pp. 86-100. There Krapiec explains the attainment of this object. This portion is obviously the heart of the hook, and I will treat it in detail later. Part One also includes a lengthy exposition of the transcendentals. Part Two focuses on the structure of being and elaborates the following : act and potency, substance and accidents, matter and form, essence and existence, and the causes of being. There are two noteworthy points here. First, Krapiec's lengthy inclusion (pp. 313-374) of BOOK REVIEWS 153 matter and form within his metaphysics seems to have metaphysics swallowing up natural philosophy. One's misgivings are not assuaged by Krapiec's presentation of the division of the speculative sciences hack in his General Introduction. There the first degree of abstraction is no longer the home of natural philosophy hut the home of the modern humanistic and natural sciences (p. 28). The second degree harbors mathematics, while the third degree is home not only to metaphysics hut "philosophy" (pp. 28-9). The reader is left wondering what has happened to natural philosophy. I see no exigency' for Krapiec's metaphysics to eclipse natural philosophy. Moreover, for some Thomists, the move will create an unfortunate distraction from the good points of Krapiec's metaphysics. Second, by this reader's count, Krapiec presents no less than nine arguments for the real distinction between essence and existence. These arguments include the following: Aquinas's De Ente et Essentia argument that one can know what a phoenix is without knowing that one exists; the necessary character of existence as an essence vs. contingent realities; the monism of existence as an essence vs. the plurality of beings ; the infinity of existence as an essence vs. finite realities; and the reality of the potency/act distinction applied to essence-as·potency and existence-as-act. I cannot engage this involved topic in the short space of a review. I will say, however, that with Joseph Owens, I fail to see why a conceptual distinction between essence and existence is insufficient to deal with the above facts and problems. Avoiding whinges from various and potentially conflicting stakeholders is a major challenge for sustainable development and for the identification of sustainability scenarios or policies for biodiversity and ecosystem services. It turns out that independently complying with whinge thresholds and constraints of these stakeholders is not sufficient because dynamic ecological-economic interactions and uncertainties occur. Thus more demanding no whinge standards are needed. In this paper, we first argue that these new boundaries can be endogenously exhibited with the mathematical concepts of viability (...) kernel and viable controls. Second, it is shown how these no whinge kernels have components, such as harvesting of resources, that should remain within safe corridor while some other components, in particular biodiversity, have only lower conservation limits. Thus, using radar charts, we show how this no whinge kernels can take the shape of a tree that we name viability tree. These trees of viability capture the idea that the unbounded renewal potential of biodiversity combined with a bounded use of the different ecosystem services are crucial ingredients for the sustainability of socio-ecosystems and the design of no whinge policies reconciling the different stakeholders involved. RADITIONALLY CHRISTIANS have understood hat God's Kingdom is not of this world. It is not surprising, then, that history evinces some Christian difficulty in relating to thi's world. One aittitude takes ·a merely indirect interest in the world. Temporal activity is directed to the Church and its mission of saving souls. In this attitude the world has only an (...) instrumental value.1 Another attitude consists in a naive and innocent forgetfulness of temporal exigencies.2 A final one encompaisses 1 a disdain for temporal involvement.8 With its need for economic and political reform, the present century calls for a radical temporal engagement. For example, an indirect engagement by Catholics in the interest of the Church will not suffice. The Church shows an ability, even a resiliency, to exist in quite deficient temporal regimes. If the deficiencies of the present are to be remedied, it will be through the efforts of persons ·acknowledging more than an instrumental value to the temporal. This report describes the rationale, approaches, organization, and resource development leading to a large-scale deletion bin map of the hexaploid wheat genome. Accompanying reports in this issue detail results from chromosome bin-mapping of expressed sequence tags representing genes onto the seven homoeologous chromosome groups and a global analysis of the entire mapped wheat EST data set. Among the resources developed were the first extensive public wheat EST collection. Described are protocols for sequencing, sequence processing, EST nomenclature, and the assembly of (...) ESTs into contigs. These contigs plus singletons were used for selection of distinct sequence motif unigenes. Selected ESTs were rearrayed, validated by 5′ and 3′ sequencing, and amplified for probing a series of wheat aneuploid and deletion stocks. Images and data for all Southern hybridizations were deposited in databases and were used by the coordinators for each of the seven homoeologous chromosome groups to validate the mapping results. Results from this project have established the foundation for future developments in wheat genomics. (shrink)

The complex hexaploid wheat genome offers many challenges for genomics research. Expressed sequence tags facilitate the analysis of gene-coding regions and provide a rich source of molecular markers for mapping and comparison with model organisms. The objectives of this study were to construct a high-density EST chromosome bin map of wheat homoeologous group 2 chromosomes to determine the distribution of ESTs, construct a consensus map of group 2 ESTs, investigate synteny, examine patterns of duplication, and assess the colinearity with rice (...) of ESTs assigned to the group 2 consensus bin map. A total of 2600 loci generated from 1110 ESTs were mapped to group 2 chromosomes by Southern hybridization onto wheat aneuploid chromosome and deletion stocks. A consensus map was constructed of 552 ESTs mapping to more than one group 2 chromosome. Regions of high gene density in distal bins and low gene density in proximal bins were found. Two interstitial gene-rich islands flanked by relatively gene-poor regions on both the short and long arms and having good synteny with rice were discovered. The map locations of two ESTs indicated the possible presence of a small pericentric inversion on chromosome 2B. Wheat chromosome group 2 was shown to share syntenous blocks with rice chromosomes 4 and 7. (shrink)

We present the idea of searching for X-rays as a signature of the mechanism inducing the spontaneous collapse of the wave function. Such a signal is predicted by the continuous spontaneous localization theories, which are solving the “measurement problem” by modifying the Schrödinger equation. We will show some encouraging preliminary results and discuss future plans and strategy.

And yet some superficial indication of the subject-matter is not infrequently seized upon as though it were a sound basis for so responsible an operation, and horror uacui proving stronger than amor ueri, stronger even than desiderium noua docendi, the ill-founded solution is passed on from one edition to the next although (...) it may be wholly out of character with the author's style and may make a great poet appear a wretched hack. An example of this was given in C.Q. N.S. X , 188 f., where the traditional attribution of a commonplace statement to a speech which called for the very opposite of a commonplace was shown to be mistaken. The standard interpretation of the fragment to be discussed here is no less striking as an instance of injustice done to the poet, even more liable to expose him to ridicule, and perhaps of wider interest as a specimen of stylistic indications unduly neglected. Philosophers are often thought to be in the business of analysing concepts, in particular, concepts taken to be fundamental in human thought and practice: truth, goodness, beauty, knowledge, meaning, rightness, causation, to name just a few. But what can we expect from such analyses? Can we expect a comprehensive account of one concept in terms of one or more others? Can we expect to reduce these kinds of concepts to concepts which are taken to be more fundamental? This study is (...) concerned with a particular approach to conceptual analysis, minimalism, which, in general, offers very modest answers to these questions. Minimalist theories, by and large, hold that the strategy for analysing concepts ought not to go much further than the collection of some rather ordinary, ‘platitudinous’ thoughts about those concepts. Accordingly, minimalist theories do not often encourage ambitious pro jects of giving a comprehensive analysis of one concept in terms of another, where this process encourages the construction of such biconditional claims as ‘X falls under concept F iff X falls under concept G’. Just how far we are to extend our analysis beyond the point of a collection of platitudinous principles is a point of contention between different types of minimalist theories. This study has three main aims. Firstly, it aims to give a taxonomy of minimalist theories. Secondly, it aims to examine in detail the types of minimalist theories pertinent to the study of truth, and propose the best view available. Thirdly, it aims to examine how the minimalist methodology may be extended to other normative concepts, taking the concept of goodness as a case study. (shrink)

Hence, the dependence of φ on λ constitutes an analogue system for the mathematical operation of division, that is to obtain the hyperbolic function f(ξ)≡1/ξ. We take advantage of this observation to decompose integers into primes and implement this approach towards factorization of numbers in a multi-path Michelson interferometer. Bunun en önemli sebeplerinden bir tanesi bu dönemdeki muasır kaynakların Mısır dönemi kaynaklarına oranla fazla olmayışıdır. Bununla birlikte günümüzde Fâtımîler’in Mağrib dönemini kapsayan IV. (X.) yy.’a ait bazı muasır kaynakların bulunmuş olması, söz konusu döneme ait önemli bilgilerden haberdar olabilmemize imkân tanımıştır. Bu eserlerden olan ve Fâtımî devletinin Mağrib dönemindeki bürokrasisine ışık tutan Sîretü’l-Üstâz Cevzer adlı muasır kaynak, Fâtımîler’de halife ve veliahttan sonraki (...) üç numaralı devlet adamı olma şerefine nail olan slav asıllı Üstâz Cevzer’in ilk Halife Ubeydullâh el-Mehdî döneminde devlet hizmetine alınmasından, dördüncü Halife Mu‘izz’in hilâfet merkezini Mansûriye’den Kâhire’ye taşımasına değin gerçekleştirdiği önemli faaliyetlerini konu edinmektedir. Ele aldığımız çalışmada Fâtımîler’in Mağrib dönemindeki önde gelen devlet adamlarından bir tanesi olan Üstâz Cevzer’in hayatı detaylı bir şekilde incelenerek bu dönemin bürokrasisinin daha iyi anlaşılmasına katkı sunulması hedeflenmektedir. Başta Sîretü’l-Üstâz Cevzer adlı çağdaş kaynak olmak üzere Üstâz Cevzer hakkında bilgi veren az sayıda eserin incelenmesinin yanında batıda da yapılan araştırmalara değinilerek hazırlanan çalışma, literatüre sunacağı katkı itibarıyla özgündür. Ayrıca çalışma bazı araştırmacılarca Üstâz Cevzer’in, Mısır’ı ele geçiren komutan Cevher es-Sıkıllî ile aynı kişi olduğu yönündeki yanlış kanaatlerin ortadan kalkmasına yardımcı olacaktır.
